Sir,

I have the honour to acknowledge receipt of your letter of 15th. July informing me that an enquiry had been addressed to Your Excellency by the Secretary of State for the Colonies as to whether an Agency of the Hongkong Post Office could be conveniently opened at Peking and inquiring whether arrangements could be made for working such an Agency at this Legation on the same lines as Agencies of the Hongkong Post Office are worked at various British Consulates at the Treaty

Ports.

The number of British residents in Peking seems far too small to make it worth while to establish a Postal Agency here, nor have I so large a Staff at my disposal as to be able to designate one of them to take charge of postal business.
